The really interesting thing to note is that these low-cost methods to access space are not very expensive: something in the order of tens of billions of dollars. And while there would be a lot of engineering work to get done, little or no new technology is needed.

So, if there was s situation that warranted it — say, there are two habitable worlds in a star system, and the people of one world really wanted to get to the other world for colonization or war or trade — a TL 9 high-pop civilization (arguably, even a TL 7 culture!) could get it done.

(And getting it done would be a lot easier with a helping hand, in the form of a Traveller with an FTL, antigrav starship “now available for lease at the very reasonable price of $100,000 per hour…”)
